Chicago, IL - Catalyst Consulting Group (www.catconsult.com) has been awarded additional funding and time to their existing Illinois State Board of Elections (SBE) contract. Catalyst has successfully completed the Illinois Voter Registration System (IVRS) in compliance with the Help America Vote Act (HAVA). As a result, SBE has partnered with Catalyst to address the Military Overseas Voter Empowerment Act (MOVE Act) passed by Congress on October 22, 2009, as part of the National Defense Authorization Act for 2010. The MOVE Act has established state responsibility and timelines that allow Uniformed and Overseas Citizens Absentee Voting Act (OCAVA) voters to request voter registration applications and absentee ballot applications by mail or electronically for general, special, primary, and runoff elections for Federal office. The procedures must include a means for the voter to designate how they want to receive the application either by mail or electronically.
Catalyst has developed several compliance options for Illinois and other states nationally. Options include self-contained system component s designed to deliver the key features required by the MOVE Act. Alternatively, as a retrofit option, Catalyst can provide the application, as well as its own separate database, and set of servers. The subsystem is designed to integrate with an existing statewide voter registration system with minimal interface points. With the recent signing of the MOVE Act and initiatives such as Voter Registration Modernization on the horizon, these demands are certain to continue.
